Dear all
one of the updates we suggested making to the NDR draft 15 document is:

    We need to say who the audiences are for this document, and
      segregate the rules and guidelines per audience (e.g. the perl
      script vs. people writing external modules).  Ray Seddigh had
      commented on this in Minneapolis, and would be a good source of
      suggestions.

I would like us to do some thinking about this on today's call as part of our 
NDR document review so that I can begin putting something together.
