    I think LCSC "intends" to ship with what I believe are "wrong" tag names (wrong per R13 and an abuse of the clarifying prose directly following R13). This is not an unconscious action. To their credit, they are doing this to prevent what they believe to be a greater wrong, namely the ID bug for ABIEPs. Here's what LCSC says (from our very own NDRSC archive http://lists.oasis-open.org/archives/ubl-ndrsc/200301/msg00053.html ): (we are going to ship with fully-qualified tag names) This is simply becasue it appears to most accurately comply with the NDR rule - not necessarily because we think it the most elegant solution. we don't know what the best solution is but hopefully publishing this will illict more (informed) debate as part of the review. Also, this schema does not abandon the truncation tules - it just means we have the [qualifier]object prepending the original tagname. we still apply the other truncation rules. so now the new tag names appear to be a truncated version of the Dictionary Entry Name.
