    This is another rule that there is a lot of discussion.  Again, they want
    more information.  Chee-Kai came into the LCSC with these questions, he
    feels putting effort into implementing these without fully understanding and
    having complete information would be wasted time.  So again, please work
    through this thread, these Rules can not be implemented without answers.

    The questions still outstanding are:
    
    1.  Why are there so many container types as opposed to one generic UBL one?
    This has been answered, but would like to see rationale behind it.
    
    2.  0..n has not been addressed.
    
    3.  The way to implement list containers.  It seems to be assumed that
    container tags will be generated on the fly.  There is conflict in the way
    this is assumed.  Discussion has it that there is one type for each list,
    where are these types in schema?
    
    This discussion will be a point on the Tuesday joint call next week (July
    1).  Please attend this call and help us get these issues resolved.
