Hi Rick, All,
This is about twice as much as I would have put in it, but not so
much that I will get excited about it. We can get into specifics
later, but I think one thing we could do with whatever comes out of
discussing these specifics is to send it to IEEE, W3C and ISO (through
OASIS) asking, "We think we need this to provide for high stress
throughput at the network signal layer during emergencies, and/or as
general policy overall. What do you folks think?" I would make
sure that all of the standards bodies are sent it at once so that they
are aware that the other groups also have it.
Wrapper is a bit of a misnomer that gets associated with SOAP. I
think this can be included in the header, as Gary mentioned...
It's certainly something to think about.

worked this up. It is an attempt at a construct
that categorizes elements associated with a
"wrapper around
a sub-wrapper" that provides transparent
transport management between network infrastructures, in
addition to encompassing the currently working EDXL message
sub. Hopefully, if we are able to standardize it effectively,
it can be replicated to deliver other flavors of "plug
and play" sub-wrapper downstream. Give it a look and let us know
if what we're attempting to articulate is
clear.
