Now that the CAP 
initiative seems to be well underway, I wanted to put a first cut at the ICS 
Forms requirements before the group. See attached which includes the 
requirements for ICS Form 201 & 202. If this seems like reasonable 
format/content, I will complete the other forms that have been identifed by the 
committee and we can move on to the use cases.
