    All-

    I was doing some prototype work with the SitRep today and realized that we should add some sort of ID to the observation report type. 

    Here’s the use case…

    If I’m a field provider giving you an observation report of something that has needs, that is basically an event that requires something.

    In order to task something to this I shouldn’t be referencing the overall incidentID, nor should I reference the SitRep messageID, I should be directing them to the specific observation ID.

    Thoughts?

    Given that the group is dealing with observations, you may wish to check out OGC/ISO Observations and Measurements (http://en.wikipedia.org/wiki/Observations_and_Measurements ). Version 2 is about to be both an ISO and OGC standard. The OGC uses O&M heavily in our sensor web standards. That said, the model (Part 1) is application independent and should work just fine for a SitRep Observation. I am not sure how ID's are handled. May be application dependent. I can check,
