Editing is completed for the following ReportTypes:  
- Routing Header elements / requirements
- SitRep Root Element
- ReportType(s) definition (deferred to last)
- Situation Information
- Casualty and Illness Summary
A significant number of additions occurred in the Casualty and Illness
summary to accommodate "totals" in the structure for receipt and display,
and changes were made to some existing element names
