Subject: EM TC Notifications, Methods and Messages 05/20/03 Meeting Minutes
Emergency Management Technical Committee
Notifications, Methods and Messages Subcommittee
May 20th, 2003
Attendees:Art Botterell (chair)Naseem ElkarraJerry WeltmanGary HamJason GilliamOry WashenbotJohn AertsAllen WykeCathy SubatchMeeting MinutesNotes from Partnership for Public Warning CAP Workshop
- Art mailed out notes to SC the evening before meeting so all did not have a chance to review. Will review and comment for next meeting.
Guidance on Security Infrastructure
- We need a recommendation on security. This is especially important to our non-technical users. This should address authenticity, message integrity and in some cases, privacy.
- Eliot - use RFS as a way of thinking of security
- John - should follow W3C recommendations. XML and PKI to authenticate down to the granular level. MS is cooperating big time around this.
- Specific elements of our own security include key management, PKI and digital signature
- This issue cuts across the entire TC
- Allen - why don't we pose to the Infrastructure Framework subcommittee that we need a preferred way to exchange standards and let them work on the details. That SC should take ownership of the security issue.
- Eliot - we must give the SC common streams
- Allen - provide use cases and scenarios to the Infrastructure SC and let them determine security options
Other Issues
- CAP Requirement document - is now at the TC level.
- Notification Schema discussion - Need understanding of how it is being used and what the purpose of the schema is. Gary promised to provide to SC by next meeting. Gary gave a quick overview, "ability of sharing basic incident information to virtual organizations registered in the DMI-S network, " but will also provide a summary of the business problem being solved.
- ICS Forms - David Hall is working on and will present to team when he has the time - hopefully in a few weeks.
Action Items
- Circulate object model - Art
- Notification Schema statement of purpose (what problem is it addressing) - Gary
