    And what about having two schemas -- one pure without XIncludes (that 
    will be official TC output) and one unoffical augmented with XInclude as 
    convenience for people who need to have xi:include in the schema?
    
    I'm also not convinced that offical schema should have XInclude inside. 
    OTOH I'm pretty sure that people will ask for it.
