    reading through the OASIS Artifact Standard Identification Scheme for 
    Metadata document, section 7.2 describes the requirements around namespaces.
    
    In this section, it states:
    "All OASIS-defined http scheme namespaces MUST use domain names owned by 
    OASIS and as approved from time to time by the TC Administrator."
    
    For DocBook V5, does our "http://docbook.org/ns/docbook"; namespace 
    conform to these guidelines? Is this namespace an approved exception?
