    This draft defines an approach to support backward compatibility for ebMS
    V3 implementations, a recurring public comment. The objective is to (a)
    state requirements being addressed based on public (and private) comments,
    (b) define an approach that is pragmatic w/r to development constraints and
    non-disruptive to ebMS2 partners, (3) define a compatibility mapping as a
    set of conversion rules. Still incomplete draft.
