    Document Description:
    This draft defines a mapping to support backward compatibility for ebMS V3
    implementations, defined as the ability to process and generate ebMS 2
    envelopes. Defines "compatibility mapping rules".
    - version 0.4: MEP mapping rules added (CM4) including agreement mapping.
    - v 0.5: reorganized CM3 (reliability rules, added more complete Ack
    mapping), gave titles/names to all rules, added CM5 about signals and error
    mapping.
