    I don't understand why anyAttribute under Reference has namespace="##any"
and anyAttribute under other ebXML SOAP Header and Body extensions have
namespace="http://www.w3.org/2001/XMLSchema-instance".

Why don't we use namespace="##other" everywhere, just like in
http://schemas.xmlsoap.org/soap/envelope/
