By putting his seal on the document, he implicitly approves of the contents. The document the king sealed is not encrypted and the king can read it prior to sealing. Signing an encrypted document is like the king putting his seal on a locked strong-box without knowing its contents (maybe it contains articles of surrender sent by the wicked Cardinal to the King's enemies . . . blah, blah -- you know the drill, All for One and Three for Five! ).
