    I am pleased to inform you that the EM-TC voted 8/25/09 to request an 
    electronic ballot to advance the CAP 1.2 IPAWS Profile to a Committee 
    Specification.  The notes from that meeting can be found at

       I hate to be a pain, but it's really important that when I clean up  
    a document, you use the cleaned up version that's uploaded to  
    docs.oasis-open.org to make edits. Please download http://docs.oasis-open.org/emergency/cap/v1.2/ipaws-profile/v1.0/pr02/cap-v1.2-ipaws-profile-pr02.doc

    No Problem, Mary,
    
    However, I just thought I'd say that first time that I've become aware 
    of this, even if it might seem like common sense or it may have been 
    included in some instructions, or a notification, or change in TC 
    procedure I may have missed, and not just sloppiness on my part. Heavens 
    knows I'm so prone to that, I have to take extra pains against it. 
    Unfortunately, there were very last minute changes submitted after the 
    SC meeting that voted the document out of the SC to the TC that I will 
    have to take extra care to ensure I cover, since I performed them during 
    the TC meeting.

    That's right Mary,
    
    The last four minor changes are included in the CD03 version, which I 
    uploaded immediately after the TC meeting, because I had a regularly 
    scheduled Messages and Notifications SC meeting immediately after the TC 
    meeting working on EDXL-Situation Reporting (which uses Enterprise 
    Architect). It literally slipped my mind (actually I'm not sure it ever 
    even entered my mind) to make those last four changes in the Marked 
    Changes version until just now.
    
    I'm doing both a cd03-rb from the doc.oasis-open.org/emergency/... file 
    AND a cd03-rb-MarkedChanges version (so as to include footers as well 
    dates). I think it would be more confusing to update the 
    pr02-MarkedChanges version at this point.

    Do you want me to do my best to adjust the Version URLs on the title 
    page? As far as I know, that should have been the only thing that would 
    have needed to be changed from the version in the Documents page. I'll 
    do the rest of the text edits while I wait for word on this. Also, do 
    you want me to upload the completed edit to the TC Documents page or 
    send directly to this address list so that we all have a copy?
    
    Just as a note: I have up till now used ALL CAPS in the filenames in my 
    versions of text specifications (not schemas) as a way for me to be sure 
    I'm not inadvertently changing a document that can be confused with an 
    official release file. I've already broken that practice in the last 
    round of edits on this spec, but I'm keeping this current set in their 
    own folder on my system so as not to get these confused, (the one I 
    downloaded to edit and the _*/edited version to which I will append my 
    initials  (-rb) to differentiate it for sending back to you all./*_)
    
    I'm keeping this ALL-CAPS filename practice in future unless instructed 
    otherwise because it is another step that prevents me from confusing 
    versions.

       The online version filenames are not all-caps; please do not change  
    them to caps. Also, since the URLs must agree with the actual  
    filenames, they must correspond to the URL.
    
       I'm not sure what you mean about 'that should have been the only  
    thing that would have needed to be changed from the version in the
