    Here's the URL for the Extended Matadata Registry group at
Lawrence National Labs where they have created software you can
download and use for creating the Value Lists needed for ValueListURNs
to use with EDXL:

    This is intended to extend the Naming and Design Rules of ISO
11179 specifically for Registries, which is where we need
jurisdictions to register their lists for use with EDXL.
