    Just so everyone is aware what they will be asked to agree to:
    ""Substantive Change" is a change to a specification that would require a compliant application or implementation to be modified or rewritten in order to remain compliant"
    
    A substantive change requires a specification be submitted for a 15-day public review; non-substantive changes do not require an additional review.
