    In general I think the outline looks good.  I recommend that we create a major heading called something like "DR Signals" and move sections 3 - 6 as sub sections under that.  I think that will better allow us to address any issues that all DR signals will have in common and then specialize on the aspects of each of the different types of signals.
    
    To be clear I suggest we do the following:
    
    3 DR Signals
       3.1 Dynamic Price Signals
       3.2 Reliability Signals
       3.3 Emergency Signals
       3.4 Market Participation

    Ed's comment raises a significant question....
    
    Is everything Demand Response? You have listed all the areas of Energy Interoperation, although the charter was not specifically DR.
    
    Or
    
    Is Demand Response a particular interaction pattern that communicates the standard interactions in particular business scenarios?

    The idea is that dynamic pricing should/will become the default retail
    pricing.  Traditional demand response involves paying a customer for
    reductions relative
    to an administratively set base line.
    
    If we call dynamic pricing a form of demand response then we only muddle
    these critical distinctions.

    I suggest that measurement and verification against administratively
    baselines along with the "buy your own baseline" for dynamic pricing.
