Possibly; if the environments are stable and it makes sense to do so. By producing the cover page metadata and boilerplate within TC Administration we eliminate most the frustration experienced by TCs trying to get URIs correct, hypertext links working properly, proper notices and boilerplate, etc. Hopefully it will eliminate the vast majority of rejections during the QC process. It will also ensure that multiple, erroneous copies of specifications aren't uploaded to Kavi claiming to be something that they aren't and possibly resulting in someone downloading the wrong work product.
In the case of DITA and DocBook the TCs aren't typically working with formatted PDFs with cover page metadata, etc.; they're working in their XML environments, working on whatever bits they are revising, and don't actually produce something that looks like our templates until it's been approved at whatever the appropriate stage is. So we don't have the same issues. But if it makes the lives of TC members easier for us to process the documents - assuming we have everything we need to do so - then that's what we'll do. But again, for now - and probably for the next 3 - 6 months, we'll have our hands full with the 60-odd TCs that don't use either of those formats.

The DITA TC folks are fine; I've already sent JoAnn the changes needed for White Papers. There will likely be one small footer change for Standards Track Work Products but for the time being DITA and DocBook processing will continue to be handled by the TCs using those environments. Once the dust settles and we have some on-the-ground experience with the changes I'll let the DITA and DocBook folks know what changes will be required (if any) as well as any changes with regard to processing. If either TC intends to start creating Non-Standards Track Work Products other than White Papers, there's a number of differences in the Note template, but again, this is a brand new process and I want to get the bugs worked out before sending you a list that is likely to change on a pretty frequent basis for at least the first month or two.
My goal is to make this as painless as possible for everyone involved.

I realize I spend a lot less time on DITA TC work than some others, and I very much appreciate the time that is put in by you who do. (I spend more time on W3C work, and in the past I've spent much more on standards--I was the CTO for OASIS [née SGML Open] for its first 5 years driving its entire standards process.)
However, we should develop a better process here. It's wrong for something to be announced publicly when it isn't listed on the TC's official home page. It wasn't the email to the DITA Adoption TC saying the document was available that triggered my concern, but the email todita-users@yahoogroups.com that I feel shouldn't have been sent until we had everything properly listed on the TC's home page. I'd like to suggest that, in the future, when we approve something for publication, we hold off announcing it until we have it entered properly in all the various places.
