    An informal note works in any case. Whether a (normative) should works 
    depends on whether a "should" may depend on something where the user 
    decides whether the requirement is met or not.

    That is all correct, and we should encourage vendors as well as users to 
    use the extensions we have specified in the MIME type registration. We 
    only should not make this part of any conformance requirements.
