Complete re-shuffling of document makes traceability and edit tracking
impossible. This version shuffles, and then accepts, so traceability will
exist in WD12.(Some of you may remember looking at the PAP10 changes after
    ther moved sections around.)

So, combined sections 3/4 into one big section, triplicated it, and then
cut out paragraphs with the intent of having tham all there, but now with

    - Section 3: Interval / Relationships / Time Stamps
    - Section 4: Performance / Attachments
    - Section 5: Associations (Gluons) & Inheritance
I am publishing this so if you want to review what I am doing next, you
will be able to see it from here.

But no review needed or expected. Wait for WD12.
