I would say probably "95%". Just because there is such an
example in the spec (in the main description of alt-trans
(http://www.oasis-open.org/committees/xliff/documents/xliff-
specification.htm#alt-trans).
You are right value is not really defined, we probably need
to make this more clear for interoperability.

arbitrary value (e.g. match-quality="high").
