    Yes, I'm aware of this case. The question is whether someone really 
    specifies DOCTYPE this way. When I saw DocBook documents without FPI 
    they usually referred directly to local copy of DTD using file:/// URL 
    or relative URL.
    
    Anyway I think that default catalog file which ships with DocBook should 
      be convenient for users and should work for as many combinations of 
    systemId + publicId presented in DOCTYPE as possible (as long as these 
    systemIds and publicIds can be considered as identifiers for given 
    DocBook version).
    
    In this light adding entry for systemId seems to cover more cases than 
    adding just prefer="public". I suggested adding prefer="public" because 
    I always use FPI in !DOCTYPE, but of course this might not be case for 
    other DocBook users.
