    Hi Kris,

      It's actually neither ;)  Each organizational member gets 1 vote. That vote may be cast by anyone listed as either primary or alternate. I believe that if both a primary and alternate each cast a vote, the primary's vote takes precedence; otherwise I believe it's first-in that counts. The roster is updated on the 1st of each month; if you download it today it's likely that there will be a handful of new members that won't be listed.

      If you view an actual ballot (http://www.oasis-open.org/apps/org/workgroup/voting/ballot.php?id=1955 in progress) you'll see only the primaries listed, unless an alternate has cast a vote. Yet when you look at the roster page you'll see everyone who could possibly cast a vote for a company.

      When I create the ballot on the 16th I determine exactly how many 'yes' votes are needed to pass and include this in the message to members; Kavi rounds up, and since we can't have a fraction of a voter, its 15% is different from mine.
