OASIS Emergency Management TC

This document is a letter to invite those who have some experience
implementing CAP to post comments and suggestions in an open forum.  The
Emergency management Technical Committee will then process these comments
in an orderly fashion through the OASIS process.  Please send this letter
to anyone you come in contact with that might be interested in contributing
to the refinements of CAP going forward.
