Philip Helger from PEPPOL had been invited on the call to explain some observations from PEPPOL regarding SMP 1.0. The chair informed that call was being held under OASIS policies and guidelines, and that the BDXR TC specifically operates under the Non-Assertion
Mode of the OASIS IPR Policy (

BDE 1.1 CSPRD 01 PUBLIC REVIEW
The 30-day public review of BDE 1.1 CSPRD 01 has been announced by OASIS:

https://lists.oasis-open.org/archives/bdxr-comment/201604/msg00002.html ), and more comments are expected.
It was agreed to defer all discussions about comments received until after the closing of the public review.
SMP 1.0 CSPRD 02 PUBLIC REVIEW
A jira ticket has been opened for releasing SMP 1.0 CSPRD 02 for a 15-day public review . (Update: CSPRD 02 has now been announced by OASIS:
https://lists.oasis-open.org/archives/bdxr/201605/msg00001.html ).
Please note that the work product is being published as Committee Specification Draft 02 / Public Review Draft 02, albeit that we at our meeting on April 13 approved SMP 1.0 Working Draft 07 as Committee Specification Draft 03 (
https://lists.oasis-open.org/archives/bdxr/201604/msg00008.html ).
The background is that the TC previously approved an earlier working draft as Committee Specification Draft 02, which was in the same ballot approved as Committee Specification 02 (
https://www.oasis-open.org/committees/ballot.php?id=2895 ).
As Committee Specification 02 contained only non-material changes, a public review was not held and a Committee Specification Draft 02 was never published.
Philip Helger from PEPPOL had been invited on the call to explain a specific PEPPOL observation regarding the case sensitivity of the "UTF-8" encoding attribute. It was discussed that the SMP specification could derive case sensitivity of the encoding attribute
from the XML specification. Philip will send his observations and comments to the TC comment list (
bdxr-comment@lists.oasis-open.org) during the planned public review, and the TC will convene to work through all comments received after the closing of the public
review.
MEETING SCHEDULE DURING PUBLIC REVIEWS
Public review of BDE 1.1 ends on May 20, and public review of SMP 1.0 ends on May 17. It was agreed to cancel TC meetings during public reviews (see meeting schedule below).
