Secretaries aren't listed on the cover page. You could always add something special to the acknowledgements section if the TC thought it appropriate. The spec doesn't include such notes. Hopefully people will pass around the notice rather than the document since it contains all of the instructions for commenting.

Page 4, after the Notices is “Notes for Reviewers”. The TC voted that the Public Review draft must include internal comments to direct reviewers, to get wider input. It was also noted that the document was likely to be passed around, and not just forwarded as per the cover letter announcing its availability.

Hmmm ... didn't touch any acknowledgements, and the 'note to reviewers' was included in the notice rather than the spec itself?

The OASIS staff performed their quality control and removed some non-standard acknowledgements as well as the “Note to Reviewers” page.
