Front page, set file versions for a CD01.
Front page, added the message fragment namespace.
Section 2.1, minor editorial improvements.
Section 2.4.5 references RoutingInput, which is only
introduced in 2.5.5.
Added a cross-reference.
Section 2.5 and 2.6.1, minor editorial changes.
Section 2.7, fixed some references.
In section 5.1, changed the value of eb3:RefToMessageId to
be RFC 2822 compliant.
In section 5.2, added proposed edits by Jacques
In Section 6, fixed a heading numbering error.
In section 7, added a conformance clause for the splitting /
joining protocol.
In references, updated WS-I references to most recent
versions.
In non-normative references, added a refence to ebCore Party
Id Type.
Updated all references to CPA Party Id Type to reference
ebCore CD.
In Appendix I, added list of current TC members and Raja.
