    Apologies, I won't be able to join in this afternoon.  Just quickly, when  
    looking at the W3C policy on namespace changes with versions, it is  
    important to remember that HTML has an immense audience, and browsers are  
    extremely tolerant of errors in and varieties of HTML.  Most XML formats  
    don't have that breadth of audience, and most can't be as tolerant of  
    errors and/or versions.  So if UBL follows the HTML versioning model, then  
    UBL applications will have to be as tolerant of UBL as HTML browsers are  
    of HTML.  That isn't something to be taken lightly.
