OASIS Key Management Interoperability Protocol (KMIP) TC

  • 1.  observers participating in OASIS mettings

    As I understand, someone who is not an OASIS member of the WG, such as  
    an observer, is not allowed to participate in the meeting.  Thus far  
    in each of our OASIS KMIP meetings, we have had at least once observer  
    attempt to inject themselves into the discussion.  In fact we had a  
    case when non-member attempted to object to a motion made by a  
    member.  And while in some cases a member as objected, I suspect there  
    have been times where an observer comments have gone unchallenged ...  
    particularly when it is sometimes very difficult to determine who is  
    speaking.
    
    May I suggest that after the attendance call is completed, that the  
    Chair make an announcement that kindly reminds those present that  
    observers are welcome to observe but may not speak during the meeting?
    
    Also: Are there restrictions on observers participating in the KMIP  
    mailing list forum?

    The only people who can participate in any way at a TC Meeting are  
    those listed on the roster. That is, to attend as an observer, one  
    must be an OASIS member and be listed on the TC Roster. In order to be  
    able to speak at a meeting one must be on the roster as a Member,  
    Voting Member, Chair or Secretary.
    
    Only TC Members may post to the TC mailing list; observers are  
    subscribed and receive the emails but cannot post. Observers wishing  
    to provide input must use the comment facility.

    [RSP] It is the chair's responsibility to enforce this.  The reminder at
    the start of the meeting is a good one, IMO (especially during these
    early days).  And as was mentioned separately on this thread, it helps
    if everyone identifies themselves on the call before speaking (a chair
    reminder to this effect would also help :-)).
    
    If there is any question as to whether a speaker is a member or voting
    member, then the chair should interrupt and check.

    [RSP] It's probably clear to most, but the Kavi system does enforce
    this; it's not an honor system.

    On this point, it is a good idea to try to identify yourself before speaking, as this is a large group and not everyone knows everyone else yet.
