The problem arises when TC list email messages, published TC documents, and notices identify the resources with OASIS Member-only (password-protected) links, and these messages are sent to the public archives, or are forwarded to outsiders, or quoted in the press, etc. Publishing password-protected "links" confuses/annoys/disappoints the average person, creating the impression that OASIS resources are private-read-only: readers may think: feh, so not "OASIS Open" but "OASIS Closed". Obviously, the core problem is that the OASIS ((Kavi) collaboration tools invite the citation of password-protected URI references: that's not the fault of TC members. The remedy (for now)? TC Chairs, Secretaries, Editors, and others need to exercise care to always cite the public-access URI reference for a resource rather than the password-protected member-only variant URI reference. Using the public tools/interfaces is the easiest way to ensure that we select the public-access URIs. Discussion list archives:

The OASIS member-only (private, password-protected) URI references created by OASIS [Kavi] tools must not be cited in TC mailing list messages, Wiki pages, TC public web pages, JIRA tickets, specifications, meeting minutes, or in any TC "documents" that are or may become public. In some cases, the mechanical transform from a member-only (private) URI to the correct public URI can be made by replacing the substring ' apps/org/workgroup/{tc-shortname}/ ' with ' committees '. Alternately, TC members may select the public-access URIs using select/copy+paste of relevant URI references from the public-access indexes as presented on the TC public home page, "Related links" display (Documents, Email Archives, Comments Archive, Ballots, Schedule). For Group ballots ( specific ballots and ballot listings ), publishing both the member-only and public-access ballot URI is best, since they are useful for different purposes.
