    In essence xml:tm is designed as an unobtrusive segmentation namespace. 
    Its other role is to provide a mechanism for uniquely identifying each 
    text segment during the life cycle of a document. As an unobtrusive 
    segmentation namespace it can be easily applied to XLIFF documents but 
    it would require namespace extension to <source> and <target> elements.
    
    xml:tm has been offered to OSCAR for consideration as an OSCAR standard. 
      Checking with Lisa it appears that it is on the "stack" for 
    consideration and may come up for discussion in March or April once SRX 
    and other procedural issues have been addressed. I have also submitted a 
    n initial paper to OSCAR on the subject of translation metrics which 
    recommends XLIFF as the canonical form for word and character counts.
