By the way, why don't we begin to adopt UTC in all official communications?
Everybody should be using UTC in international contexts or in any context
(such as Emergency Management!) where it is important to prevent any
misunderstandings due to local time or daylight saving time.  Let the sender
specify UTC and let each recipient do his own calculations.
