    This again goes to the heart of the Distribution Element routing in transit versus End System Application processing of the delivered message.   Making matching comparisions on attributes is possible but I would like  to see performance comparisions for the two methods.  XPath comparisions seem to work very nicely.

    The new <Language> element is not consistent with the 
    internationalisation rules for XML [1].

    XML prefers the use of the built-in xml:lang attribute to designate 
    the human-language of the content.

    I would recommend we stick with that for the top level 
    <EDXLDistribution> element?
