In the context of multihop, we need to review all the P-Modes to determine
if they are end-to-end parameters or next MSH parameters.
Intermediaries must not care about the end-to-end parameters. An endpoint
that sends or receives via an intermediary uses the next MSH settings for
that intermediary, and the end to end parameters for the remote business
partner. The configuration for intermediaries to connect to other
intermediaries is limited to next MSH parameters.
