Reminder: Vote on Issue 158

    This is a reminder for implementors that have yet to vote on issue 158
to do so at
http://www.oasis-open.org/apps/org/workgroup/ebxml-msg/ballots.php.
Everyone that has voted so far has chosen the "our MSH doesn't bundle
errors and acks" option.  The ballot closes on the 24th.
