    To all,
     
    Rick is completely correct in the very real need to reuse existing standards to the greatest extent possible.  There are political as well as practical reasons. So we must document our consideration of those standards in our deliberations as well.
     
    All I am saying is that we need to be sure we follow an approach something like, "Here are are needs.  What existing standards exist? How do we best use them to meet our needs?"
    as opposed to "Here are the existing standards. How can we manipulate our needs to fit them?"   I am sure that we all want to follow the first approach.  The problem is that the second approach is very easy to fall into if we do not keep an appropriate focus on functional requirements of the Prepare, Mitigate, Respond, Recover life cycle.
