    I would call the specification 1.0 when it finally gets accepted by OASIS
    as a standard.  We are really wreslting with the version of the document,
    not the standard.
    
    I like Bill's idea, of XACML 1.0, Document Version 0.1, 0.2, etc, label
    the document 1.0 when its finally accepted.
