OASIS XML Localisation Interchange File Format (XLIFF) TC

Hi David, everyone, I've spent some time looking at a few new/modified sections of the XLIFF 2.1 draft (not the all draft) that is available here: http://tools.oasis-open.org/version-control/browse/wsvn/xliff/trunk/xliff-21/xliff-core-v2.1.pdf and came up with a few comments.
