If the TC is not holding meetings then members gain voting rights after 60 days. Simply take the list of non-voting members as of your last meeting and add 59 days. At the end of that date, anyone who was a non-voting member at that meeting gains voting rights. For anyone who becomes a meeting after that last meeting, they gain voting rights at the end of the 60th day after they became a member.
