  • 1.  TC by mailing list/ballots: how to get new voters?

    Posted 12-23-2014 22:27
Hi Chet, As you might know, virtio TC voted to suspend regular meetings, and conduct business by means of mailing list and electronic ballots. Question is, how can non-voting members become voting members then? A voting member becomes a non-voting one after skipping several ballots. But how does the reverse process work? Previously, one became a voting member after participating in several meetings. Thanks, -- MST

If the TC is not holding meetings then members gain voting rights after 60 days. Simply take the list of non-voting members as of your last meeting and add 59 days. At the end of that date, anyone who was a non-voting member at that meeting gains voting rights.  For anyone who becomes a meeting after that last meeting, they gain voting rights at the end of the 60th day after they became a member.  Happy New Year!  /chet On Tue, Dec 23, 2014 at 5:26 PM, Michael S. > Question is, how can non-voting members become voting members then? For the record, these rules are relevant: --------------- (b) A Voting Member must be active in a TC to maintain voting rights. In TCs that hold Meetings, a Voting Member who is absent from two consecutive Meetings (as recorded in the minutes) loses his or her voting rights at the end of the second Meeting missed. If a TC has adopted a standing rule to conduct business only by electronic ballot, without Meetings, then a Voting Member who fails to cast a ballot in two consecutive Work Product Ballots loses his or her voting rights at the close of the second ballot missed. (c) A TC Member who has lost his or her voting rights shall regain them for a TC that holds Meetings by attending two consecutive Meetings (as recorded in the minutes), thus regaining voting rights after the end of the second Meeting attended or, if less than two Meetings are called within 60 days after the loss of such rights, at the close of that 60th day. A Member of a TC that does not hold Meetings may regain voting rights by making a request to the chair(s) to regain them, effective at the close of the 60th day after the request. --------------- Summary: - to gain voting rights, make a request to the chair(s), you will get voting rights after 60 days. - to lost voting rights, fail to vote in two consecutive ballots Note: you can also ask to be marked on "leave of absence". This is the right thing to do e.g. if you plan to go on vacation. You are then exempt from the above rules for this period. See: https://www.oasis-open.org/policies-guidelines/tc-process#leavesAbsence for detail. Let me know if I missed something. -- MST
