Yes,

A web service accessible registry of some sort would be nice, wouldn't
it?
Without it, URN meanings become essentially private (or, at best sharing
association) negotiated agreements. But still valuable and usable. 
OASIS become a vary large version of such a sharing organization by
making its standards public, but not as a unique URL tailored to the
specific xsd.
