    A. I notice that the current ballot only provides for "Final Vote."  I may have been asleep at the switch, but I don't recall ever seeing this.  I have seen ballots where votes could be updated up until the close and I didn't realize there were any other kind.  Is this new?

B. The document URLs listed in the ballot text are not accessible (and I suspect it is because they have been listed a Reference Items in the ballot and been made unavailable to the public):

Dennis, many thanks for pointing this out.  If this Kavi problem does not heal
itself within 24 hours or so, Mary or I will create a trouble ticket for
OASIS IT to investigate further.  I recall something like this happening
before (mystery?) but don't have time to search the bug database just now.

The documents that are now "forbidden" (HTTP Status 403) or inaccessible
(infinite redirects) were originally visible, I think.  But that would
need investigation.
