The latest schema is attached. There are two changes from
the previous version:
1. target namespace changed to
"urn:oasis:names:tc:ebxml-msg:service:xsd:1.1"
2. added
<any namespace="##other" processContents="lax"
minOccurs="0" maxOccurs="unbounded"/>
under MessageHeader.
