Document Description:
This is a red-lined version of OpenDocument-part3-manifest-proposal-v2.odt
which includes the encryption and manifest sections that I wanted to review
more carefully than in part3-v1.2-draft7.  I am using this document instead
of v8 because the proposed changes regarding encryption are very important
at this stage.
