I think your second bullet somewhat touches on it, but I’d recommend we say something specifically about severity zones. The tsunami example I sent had two
info blocks for different ranges of coastal amplitude. Although the responseType was the same for both, the severity and instruction differed.

Multiple Geographic areas (such as changing paths/expiration of severe storms per area—tornadoes; Protective Action Recommendation per geozone for toxic/hazardous releases—shelter in place v. evacuation--where
speed of alerting is imperative)
