submitted for publication April 2002.

written by the group that developed Ponder).
XACML is one of the approaches surveyed. Unfortunately, the
XACML reference is to a very old version, and I think all the
deficiencies alluded to have been resolved in the current
version. The paper also does not really compare the various
approaches.
Nevertheless the paper is interesting.
