Eliot's concerns should certainly be included. This seems like the
value statement that I usually add to Charters, a mission and a value
statement work together, and just because it is not called out in the
TC guidelines, does not mean that we cannot include it. What Carl put
into words from our discussion yesterday outlines the EM TC-specific
role and goal of the SC and what Eliot has pointed out is the crux of
the need.
