Thought you might be interested that ASTM (the American Society for Testing
& Materials, a standards-setting organization on the order of ANSI or
UL) has a committee called E54 Committee on Homeland Security. This
Committee that has a subcommittee working on a standard called Standard
Guide for Developing Model Emergency Operations Plans in Response to
All-Hazard Events Including CBRNE WK5498
