The changes from CD2 are as follows:
* the conformance rules are now grouped by category;
* in CD2, the 'xml:lang' attributes were all replaced by 'Lang' attributes. The semantics of 'xml:lang' are that it defines the language of the content within the element to which it is attached. In CD1, 'xml:lang' was also being used in situations where a language attribute in one part of a genericode document (column set section) was defining the language for elements in a separate of the genericode document (simple code list section). It was only this particular usage of 'xml:lang' which should have been replaced by 'Lang', not all usages of 'xml:lang'. This has now been corrected in CD3.
