I've taken a closer read at the 2014 white paper authored by Bob Thomas. I think it needs a little more forethought than simply adding information about <diagnostics>. After moving it into the committee note format, some weakenesses in organization became obvious. I'd like to encourage TC members to read the original white paper, look over the PDF that I generated in committee note format, and think more thoroughly about what needs to be done for DITA 2.0.
